Bangladesh is now familiar now with rapid urbanization which
grows haphazard and unplanned manner. Even the urbanization in Bangladesh is
not evenly distributed. Huge pressure development and population pressure
occurred for the large cities of the country specially, Dhaka
the capital of the country. It is now urgency to ensure decentralizes
urbanization through the planned end effective development of secondary town of
the country. But the reality from the past experience, it has
been observed that plans are prepared for organized development, but
development control has been subject to negligence. In most cases, execution
has been piece-meal. It is unfortunate that town planning has not yet become a
part of our urban development culture. Individuals develop lands and construct
buildings with a little respect for planned development, and the concerned
authority is also unable to exercise full control on development. Some strict
measures are necessary to make stakeholders follow up plans and development
rules. Awareness is to be built among the people to follow the Master Plan
provisions and plan. Government agencies must be compelled to follow plans.
Existing laws in this regard must be updated incorporating provisions of plan
execution.
